This is due to the game capping its framerate at 62 fps.

You can fix this by editing the OLEngine.ini file in the config folder:
c:\Users\<your user>\Documents\My Games\Outlast\OLGame\Config
change
MaxSmoothedFrameRate=62
to
MaxSmoothedFrameRate=90
