There are only a handful of settings that are saved per device. Aside from head tracking on/off only things like IPD, chromatic aberration correction and similar display related settings, which aren’t even used for Oculus/Vive these days anymore since all of that happens in the headset runtimes now.
Gamepad mappings as well as Vive wand/Touch mappings are per program settings.
If you want to disable head tracking per program, you can set the sensitivity to 0.0 on the head tracking page of the ingame menu.
