Game runs fine here. I used the directors cut for the profile though.
What you can try:

– Rename Steam.exe temporarily to 123.exe and start Sonic Adventure DX.exe manually
– Run launcher only for settings, turn off vsync and fxaa, use windowed mode
– Start Sonic Adventure DX.exe not through luncher, start Sonic Adventure DX.exe manually
